Subject: S50-N25388 – Approve an award to Flint Trading, Inc. in the amount of $273,908.16 for thermoplastic material, equipment and certification for the Houston Airport System.
The Director of the Houston Airport System and the City Purchasing Agent recommend that City Council approve an award to Flint Trading, Inc. on its low bid in the total amount of $273,908.16 for the purchase of thermoplastic material, equipment and certification for the Houston Airport System (HAS), and that authorization be given to issue a purchase order. The HAS Infrastructure Division, is requesting the purchase of Air Mark thermoplastic material, equipment and training resulting in the certification of HAS personnel in the application of the thermoplastic material at George Bush Intercontinental Airport (IAH). HAS in-house personnel will be capable of applying taxiway markings approved by the FAA and will not have to out-source this service.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Ten prospective bidders downloaded the solicitation document from SPD’s e-bidding website and two bids were received as detailed below:

This purchase consists of 9,600 sf of two (2) color Hold Line Markings, 2,700 sf of two (2) color Enhanced Centerline Markings and 4,119 sf of three (3) color of P-620-5.2 preformed thermoplastic marking, 1, new infrared heater and associated equipment, 1, new modified cargo trailer and associated equipment specifically designed to encompass and secure the equipment for the application of AirMark® thermoplastic material. The supplier shall also be required to instruct and supervise airport personnel for FAA Certification for Installation of AirMark® thermoplastic material used for taxiway pavement markings. The thermoplastic material, associated equipment and modified cargo trailer will come with a one-year warranty and the life expectancy is 20 years.
Hire Houston First:
The proposed contract requires compliance with the City’s Hire Houston First Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor does not meet the requirements of Hire Houston First; no Hire Houston First firms were within three percent.
MWBE Subcontracting:
M/WBE Zero Percentage Goal document approved by the Public Works & Engineering Department Small Business Development Group and the Office of Business Opportunity has provided an approved signed waiver.
