Specific Explanation:
The Director of the Department of Public Works and Engineering and the City Purchasing Agent recommend that City Council approve an ordinance awarding a three-year contract, with two one-year options, to Coastal Pump Services, Inc. on its low complete bid in a total amount not to exceed $9,981,700.00 for large submersible pump repair services for the Department of Public Works and Engineering. This contract will be used to repair electric motor and pump assemblies of submersible pumps ranging from less than 126-HP to 450-HP or greater.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Nine prospective bidders downloaded the solicitation document from SPD’s e-bidding website and three bids were received as outlined below.

The scope of work requires the contractor to provide all equipment, facilities, labor, materials, parts, supervision and transportation necessary to disassemble, inspect, rewind and/or recondition the submersible pump motor as well as clean all parts before rewinding or reconditioning the pump(s). After all repairs are made, the contractor will be required to balance and test the rotors and impellers at their full voltage to ensure that the pump is performing at optimum level.
