Background:

SUBJECT:Accept Work for Braesmont Drive Area Drainage and Paving Improvements; SER Construction Partners, LLC, WBS No. M-000281-0001-4.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $8,041,725.06 or 3.91% over the original Contract Amount and under 5% contingency amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the Capital Improvement Plan which constructed storm drainage improvements to address and reduce the risk of structural flooding. Improvements included modification of street conveyance and sheet flow, and detention as needed for mitigation.

 

DESCRIPTION/SCOPE: The project included the construction of approximately 7,000 linear feet of various size storm systems on Braesmont Drive and the intersecting side streets of Checkboard Street, Kit Street, and Oasis Drive.  The proposed storm sewer system included new manholes and inlets.  The existing concrete paving, curbs, sidewalks, wheelchair ramps, and driveways within City of Houston right-of-way were removed and replaced.  The project also included the construction of approximately 13,000 linear feet of 8 to 15-inch sanitary sewer line, including all appurtenances and 1,000 linear feet of 8-inch waterline within the project area.  TRW Engineering designed the project with 365 calendar days allowed for construction.  The project was awarded to SER Construction Partners, LLC with an original Contract Amount of $7,738,858.54.

 

LOCATION:  The project area is generally bounded by South Braeswood Boulevard on the north, Lymbar Drive on the south, Chimney Rock on the east and Atwell Drive on the west.  The project is located in Key Map Grids 531T and 531X.

 

CONTRACT COMPLETION AND COST:  The Contractor, SER Construction Partners, LLC, has completed the work under the subject Contract. The project was completed on time with an additional 15 days approved by Change Order No. 3.  The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1,2,3 and 4 is $8,041,725.06, an increase of $302,866.52 or 3.91% over the original Contract Amount and under 5% contingency amount..

 

The increase cost is a result of the difference between planned and measured quantities. This increase is primarily the result of an overrun in Base Unit Price Item No. 11-Relocate Irrigation Pipe, Sprinkler Heads-ALL sizes, types, and controls (CIP), which was necessary to complete the project.

 

M/SBE PARTICIPATION:  The M/SBE goal established for this project was 16%.  According to Office of Business Opportunity, the participation was 28.18%.  Contractor’s M/SBE performance evaluation was rated Outstanding.

Amount of Funding:

No additional funding required.

 

Total (original) appropriation of $8,868,000.00 with $6,945,000.00 from Street & Traffic Control & Drainage Fund (DDSRF) Fund No. 4042 and $1,923,000.00 from Water and Sewer System Consolidated Construction Fund No. 8500.
