SUBJECT: Accept Work for Water Line Replacement in the Inwood Pines Area; D.L. Elliott Enterprises, Inc., WBS No. S-000035-0175-4.
RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $3,231,733.09 or 1.36% over the original Contract Amount and under 5% contingency amount, accept the Work, and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Water Line Replacement Program and was required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.
DESCRIPTION/SCOPE: This project consisted of the construction of approximately 38,577 linear feet of 4-inch, 6-inch, 8-inch and 12-inch diameter water lines, valves and appurtenances. The work also included the installation of aerial crossings over HCFCD ditches, E-121-01-00 and H-100-00-00. This project was designed by KIT Professionals, Inc. with 313 calendar days allowed for construction. The project was awarded to D.L. Elliott Enterprises, Inc. with an original Contract Amount of $3,188,484.75.
LOCATION: The project area was generally bound by West Gulf Bank Road on the north, Victory on the south, Sunny Hill Street on the east, and Maple Tree Drive on the west. The project also included an aerial crossing over Hunting Bayou along Liberty Road. The project was located in Key Map Grids 411-Q,R,U,V & 455W.
CONTRACT COMPLETION AND COST: The Contractor, D.L. Elliott Enterprises, Inc., has completed the work under the subject Contract. The project was completed within the original contract time. The final cost of the project, including overrun and underrun of estimated bid quantities, is $3,231,733.09, an increase of $43,248.34 or 1.36% over the original Contract Amount.
The increased cost is a result of the difference between planned and measured quantities. This increase is primarily the result of an overrun in various Base Unit Price Items, which was necessary to complete the project.
MWBE/SBE PARTICIPATION: The MWBE/SBE goal established for this project was 20%. According to Mayor’s Office of Business Opportunity, the participation was 20.55%. Contractor MWBE/SBE performance evaluation was rated Satisfactory.
