SUBJECT: Accept Work for Water Line Replacement in Imperial Valley Area Package I; McKinney Construction, Inc., WBS No. S-000035-0174-4.
RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $2,874,097.67 or 2.86% under the original Contract Amount, accept the Work, and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Water Line Replacement Program and was required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.
DESCRIPTION/SCOPE: This project consisted of the construction of approximately 31,508 linear feet of 4-inch, 6-inch, 8-inch and 12-inch diameter water lines replacement, valves and appurtenances. This project was designed by KIT Professionals, Inc. with 256 calendar days allowed for construction. The project was awarded to McKinney Construction, Inc. with an original Contract Amount of $2,958,851.75.
LOCATION: The project was located in two areas. Area 1 was generally bound by Aldine Bender Road on the north, Goodson Drive on the south, HCFCD Ditch Unit #P-144-00-00 on the east, and Airline Drive on the west. Area 2 was located on Bender Road between US 59 and West Charpiot. The project was located in Key Map Grids 372Z, 373W and 375N & P.
CONTRACT COMPLETION AND COST: The Contractor, McKinney Construction, Inc. has completed the work under the subject Contract. The project was completed within the original contract time. The final cost of the project, including overrun and underrun of estimated bid quantities and previously approved Change Order No. 1, 2, and 3 is $2,874,097.67, a decrease of $84,754.08 or 2.86% under the original Contract Amount.
The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.
MWBE/SBE PARTICIPATION: The MWBE/SBE goal established for this project was 20%. According to Mayor’s Office of Business Opportunity, the participation was 24.47%. Contractor MWBE/SBE performance evaluation was rated Outstanding.
