Summary:

ORDINANCE approving and authorizing a second amendment to the contract between HOYT BREATHING AIR PRODUCTS, INC and the City of Houston to increase the spending authority from $826,080.00 to $1,032,600.00 for Inspection, Maintenance, Repair and Testing on Self-Contained Breathing Apparatus for Various Departments

Background:

Subject: S30-L23398 - Approve an amending ordinance to increase the maximum contract amount from $826,080.00 to $1,032,600.00 to the contract between Hoyt Breathing Air Products, Inc. and the City of Houston for inspection, maintenance, repairs and testing on self-contained breathing apparatus for various departments.

 

 

 

The City of Houston Fire Chief and the City Purchasing Agent recommend that City Council approve an amending ordinance to increase the maximum contract amount from $826,080.00 to $1,032,600.00 to the contract between Hoyt Breathing Air Products, Inc. and the City of Houston for inspection, maintenance, repairs & testing of self-contained breathing apparatus for Houston Fire Department and the Department of Public Works and Engineering.  

 

This contract was awarded on March 29, 2010 by Ordinance 2010-242 for a three-year term, with two one-year options in the total amount of $826,080.00 and expenditures as of August 4, 2015 totaled $749,978.76.  The contract was subsequently amended on June 3, 2015 via Ordinance No. 2015-0492 to extend the contract term from July 21, 2015 to December 31, 2015.  The increase to the maximum contract amount is needed to ensure that these vital services continue through the extended contract term.

 

The scope of work requires the contractor to furnish all labor, materials, supplies, equipment, transportation and supervision necessary to perform preventive and remedial maintenance; monthly, quarterly, semi-annual and annual inspections, and testing on seven stationery and three mobile breathing apparatus air units.  These units are used by firefighters to insure that the breathing air during fires is suitable for human respiration.  The contractor is also required to provide annual fit and flow testing on approximately 3,100 breathing air masks and 1,100 air packs, as mandated by the Texas Fire Commission.
