SUBJECT: Adopt an Ordinance approving Additional Appropriation for the Northside Sewer Relief Tunnel Rehabilitation Area No. 4; Oscar Renda Contracting, Inc., WBS No. R-002003-0008-4.
RECOMMENDATION: (Summary) Adopt an Ordinance approving additional appropriation of $809,681.34 for the Northside Sewer Tunnel Rehabilitation Area No. 4.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s ongoing program for Northside Sewer Relief Tunnel Rehabilitation. It is required to rehabilitate Area No.4 of the tunnel, which has moderate to severe corrosion, and to protect it from future corrosion.
DESCRIPTION/SCOPE: The project consists of sliplining approximately 4,689 linear feet of 132-inch monolithically cast in place reinforced concrete sanitary sewer with 120-inch fiberglass reinforced polymer mortar pipe. CH2M Hill designed the project with 500 calendar days allowed for construction. The project was awarded to Oscar Renda Contracting, Inc. with an original Contract Amount of $10,662,609.00.
LOCATION: The project area is generally bound by IH-10 on the north, Buffalo Bayou on the south, Bayou Road on the east and Elysian St. on the west. The project is located in Key Map Grids 493M & 494J.
ADDITIONAL APPROPRIATION: An approval is requested for an additional appropriation of $809,681.34 in excess of the original contract value for additional work required to install new tunnel access shaft, perform exploratory drilling to locate NSRT and establish alternate locations of three tunnel access shafts, delay cost compensation and additional silt and debris removal. A portion of the existing NSRT follows S-curve alignment at 60 feet depth and is located in an easement. The location of the NSRT was not found as shown on the as-built drawings. This scope of work is necessary to complete the execution of this project.
The requested appropriation will cover the additional work identified and leave the 5% contingencies balance for the completion of remaining contract work.
MBE/SBE PARTICIPATION: The MBE/SBE goal established for this project was 21%. According to Office of Business Opportunity the Contractor’s to date MBE/SBE performance is 3.24%. As noted in the original RCA, the largest portion of the MBE/SBE participation is going to be purchase and installation of pipe. Since that portion of the project has not been reached, there is minimal MBE/SBE utilization to report at this time
