The Director of the Fleet Management Department and the City Purchasing Agent recommend that City Council approve an award to Trailer Wheel & Frame Company on its low bid in the amount $50,947.93 for equipment and landscape trailers for various departments and that authorization be given to issue purchase orders. The funding for these trailers is included in the adopted FY15 Equipment Acquisition Plan.
The requested appropriation out of the Equipment Acquisition Consolidated Fund (1800) includes $9,314.00 for the purchase of a flat-bed dual axle 22,500 GVWR trailer (Item No. 2) from Nicholas Enterprise dba Industrial Trailer Company on its low for the aforementioned trailer. The award does not require City Council’s approval as the award amount is less than $50,000.00.
This bid was advertised in accordance with the requirements of the State of Texas bid laws. Thirty-eight prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and three bids were received for bid Item Nos. 1 & 3 as outlined below.

This purchase consists of six 9,900-lb. Gross Vehicle Weight Rating (GVWR) 16’ X 82” landscape trailers and five 7,000-lb. GVWR 10’ X 6’ equipment trailers. The landscape trailers will be used by the Houston Parks and Recreation Department’s Greenspace Division field operation personnel to transport equipment. The equipment trailers will be used by the Street Maintenance Branch of the Street and the Drainage Division to transport concrete saws to various repair work sites citywide. The new trailers will come with a full 12-month warranty and the life expectancy is ten years. The trailers that will be replaced have exceeded their life expectancy and will be sent to auction for disposition.
Hire Houston First:
The proposed award requires compliance with the City’s “Hire Houston First” ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the contractor being recommended for bid award meets the requirements of Hire Houston First.
