Subject: S50-C25434 - Formal Bids Received for a Firearms Targeting System and Shooting Booths for the Houston Police Department.
The Chief of Police for the Houston Police Department and the City Purchasing Agent recommend that City Council approve an award to Meggitt Training Systems, Inc. on its low bid meeting specifications for a total amount not to exceed $389,995.12 to remove and dispose of the existing firearms targeting system and shooting booths and furnish and install a new firearms targeting system and shooting booths at the Police Training Academy and that authorization be given to issue a purchase order. The current targeting system and shooters’ booths are 34 years old and spare parts are no longer being manufactured for the equipment. Removal of the old system and installation of the new system is necessary for the training of the new cadets and target qualifying for the current active police officers.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Sixteen prospective bidders viewed the solicitation document on SPD’s e-bidding website and three bids were received as outlined below;

The scope of work requires the construction contractor to provide all equipment, labor, materials, tools, supervision and transportation necessary to remove and properly dispose of the existing caswell range master 9000 master control computer and a caswell ato 3000 monorail target system and shooting booths at the indoor range, located at the Houston Police Academy, 17000 Aldine Westfield Road. The contractor shall also be required to furnish and install a new firearms targeting system, associated equipment and twenty-four shooting booths at the aforementioned location. The contractor shall also be required to test, program and ensure that all systems are in optimum working condition. This system will train over 200 police trainees per year and several hundred classified officers. The contractor shall provide a one-year warranty on all materials and workmanship and the equipment life expectancy is 20 years. The contractor shall have 120 calendar days to complete the work on this project upon receipt of the notice to proceed.
Hire Houston First:
The proposed contract requires compliance with the City’s Hire Houston First Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor does not meet the requirements of Hire Houston First; no Hire Houston First firms were within three percent.
Pay or Play Program:
The proposed contract requires compliance with the City's 'Pay or Play' Ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
