Subject: S23-L24839 - Approve An Ordinance awarding a Contract to Q Environmental, Inc. on its low bid meeting specifications in an amount not to exceed $285,150.00 for oil water separators and interceptors maintenance and disposal services for the Solid Waste Management Department
The Director of the Solid Waste Management Department and the City Purchasing Agent recommend that City Council approve an ordinance awarding a three-year contract, with two one-year options, to Q Environmental, Inc. on its low bid meeting specifications in an amount not to exceed $285,150.00 for oil water separators and interceptors maintenance and disposal services for the Solid Waste Management Department.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Nine prospective bidders downloaded the solicitation document from the Strategic Procurement Division’s e-bidding website and three bids were received as outlined below.

The scope of work requires the contractor to provide all labor, supervision, materials, supplies, tools, equipment and transportation necessary to pump out and properly dispose of oily water from storm water separators and interceptors at the Department’s various truck wash locations within the City. The contractor shall also be required to perform maintenance, as required, on the separators and interceptors.
M/WDBE Participation:
The bid was advertised with an M/WDBE Goal of 7%. The contractor submitted a Good Faith Effort which showed no subcontracting capability was possible and the Office of Business Opportunity (OBO) approved their effort.
Pay or Play Program:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
Hire Houston First:
The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and support job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.
