Specific Explanation:
The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an amending ordinance to increase the maximum contract amounts from $600,000.00 to $25,600,000.00 for the contracts between the City of Houston and Honesty Environmental Services, Inc., and Fern Environmental, LLC, for environmental, asbestos, and demolition services for Houston Public Works.
The additional funds will allow Houston Public Works to assess and demolish dangerous buildings throughout the City. The scope of work requires the contractors to perform environmental, asbestos abatement, and demolition services. Work can include site assessments, hazardous material identification and removal, regulatory reporting, and full structure demolition. All activities will adhere to safety and environmental regulations, ensuring public health protection.
This contract increase is made pursuant to Chapter 252, Section 252.022 (a) (2) of the Texas Local Government Code for exempted procurements, " which provides a procurement necessary to preserve or protect the public health or safety of the municipality's residents.”
MWBE Participation:
These contracts were awarded with a 10.8% MWBE participation goal. Honesty Environmental Services, Inc. is currently achieving 52.9%, exceeding its goal, and Fern Environmental, LLC is currently achieving 21.3%, exceeding its goal. The Office of Business Opportunity will continue monitoring these contracts.

Funding for this item is included in the FY26 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
