Specific Explanation:
The Chief of the Houston Fire Department (HFD) and the Chief Procurement Officer recommend that City Council approve spending authority for the purchase of Wildland Firefighting Protective Gear in the amount of $646,156.11 to CrewBoss Safety, LLC for HFD.
CrewBoss Safety, LLC will provide Wildland Firefighting Protective Gear which is designed specifically to meet or exceed the National Fire Protection Association (NFPA) 1977 standard. Its materials are inherently flame-resistant, durable under extreme heat, and resistant to environmental stressors like UV degradation, moisture, and abrasion. The personal protection gear (PPG) is inspected annually and replaced as necessary.
HFD's operational landscape ranges from grass fires to complex wildland-urban interface (WUI) threats. Adequate PPG is a cornerstone of protecting public health and safety by ensuring responder safety, operational effectiveness, and mission continuity. CrewBoss Safety, LLC supports this goal by offering PPG that not only protects the firefighter from heat and flame but also contributes to respiratory health and heat stress mitigation through advanced garment design.
This recommendation is made pursuant to subsection 252.022(a)(2) of the Texas Local Government Code, which provides that "a procurement necessary to preserve or protect the public health or safety of the municipality’s residents” is exempt from the competitive requirements for purchases.
