Summary:

ORDINANCE appropriating $250,000.00 out of Airports Improvement Fund to contract with FMG CONSTRUCTION GROUP, LLC, to provide Construction Services for HOU Restroom Renovation Phase 2 Project - DISTRICT I - MARTINEZ

Background:

RECOMMENDATION:

Adopt an ordinance appropriating $250,000.00 out of the Airports Improvement Fund (8011) for the  Construction Contract with FMG Construction Group, LLC for the HOU Restroom Renovation Phase 2 Project at William P. Hobby Airport (HOU) (Project No. 209A).

 

SPECIFIC EXPLANATION:

On May 3, 2023, City Council adopted Ordinance 2023-309, approving and authorizing a Construction Contract with FMG Construction Group, LLC and appropriating $5,433,227.50 for the HOU Restroom Renovation Phase 2 Project (Project No. 209A).

 

The Phase 2 Project includes eight restrooms in the HOU East Concourse. Demolition of the existing interior finishes and interior architecture was required prior to the commencement of the work, which includes the following elements: Floor, Wall, and Ceiling Finishes; Counters, Sinks, Soap Dispensers, and Tile Back-Splash; Flooring and Stall Design; New Toilet Accessories; New Signage; Mechanical, Electrical, and Plumbing (MEP) Renovations Work; and Temporary Secure Construction Screen Walls. The first set of restrooms at Gates 24-27 were substantially completed on March 21, 2025. The second set of restrooms at Gates 28-32 will near completion in late November, and the remaining set at Gates 20-23 will begin around December 1, 2025.

 

During construction, unforeseen conditions were experienced, resulting in a need for additional expenditures and exhausting contingency funds. An additional appropriation of $250,000.00 is now requested to see the project through to completion.

 

FAA Federal Grant Program:

HAS was awarded $4,590,000.00 in grant funding from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) for this project.

 

Fiscal Note:

No significant Fiscal Operating impact is anticipated as a result of this project.
