The Chief of the Houston Police Department and the City Purchasing Agent recommend that City Council approve the sole source purchase of electronic hardware equipment and that authorization be given to issue a purchase order in the amount not to exceed $495,021.00 to Harris Corporation for the Houston Police Department.
The vendor will provide a system that consists of two (2) pieces of electronic hardware, (1) one laptop controller to interact with the system and software needed. This equipment will allow the surveillance of radio frequencies.
The Houston Police Department (HPD) Criminal Intelligence Division is regularly called upon to assist other law enforcement agencies with critical incidents in the region. This equipment will allow us to keep up with cellular technology and will Increase our ability to keep the region safe from those who wish to harm the community and will assist in preventing acts of terrorism. The products and services are proprietary to Harris Corporation.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) (A) of the Texas Local Government Code for exempt procurements
Hire Houston First
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a sole source contractor for this purchase.
