Summary:

ORDINANCE appropriating $52,465.43 out of Airports Renewal and Replacement Fund as an additional appropriation for Terminal A Vestibule Efficiency Upgrades Project at George Bush Intercontinental Airport/Houston (IAH); (Project Nos. 257A & 257B) - DISTRICT B - JACKSON

Background:

RECOMMENDATION:

Adopt an ordinance appropriating $52,465.43 from the Airports Renewal and Replacement Fund (8010) for the Construction Contract with FMG Construction Group, LLC for the Terminal A – Vestibule Efficiency Upgrades Project at George Bush Intercontinental Airport/Houston (IAH) (Project Nos. 257A & 257B).

 

SPECIFIC EXPLANATION:

On January 10, 2024, City Council adopted Ordinance 2024-1, appropriating $1,216,704.78 out of the Airports Renewal and Replacement Fund and approving and authorizing a Construction Contract with FMG Construction Group, LLC for the Terminal A – Vestibule Efficiency Upgrades at IAH (Project Nos. 257A & 257). The scope of the Project includes improvements to the three vestibules on the Terminal A – Arrivals Level and one vestibule at the Departures Level, including replacement of automatic sliding doors, air curtains, and security devices, and expansion of the Departures Level vestibule and refresh of existing finishes.

 

During construction, it was determined a needed structural component was not included in the original design. Structural steel framing was needed around the doors instead of cold form metal framing for sufficient structural soundness to suit the concentrated loads and to prevent damage to the structure within the heavy foot traffic area. As a result, additional funding is needed. Thus, it is now recommended that Council approve an additional appropriation of $52,465.43 to allow for completion of the Project.

 

DBE Participation:

The awarded DBE goal for this contract is 5.44%. The Prime is currently achieving 2.8% participation utilizing two goal credit subcontractors. However, the Prime has indicated that once additional payments are made to the subcontractors and reflected in the MWSDBE system, participation credit should reach the goal. The Office of Business Opportunity will continue to monitor this contract for compliance with the MWSDBE program.

 

Fiscal Note:

No significant Fiscal Operating impact is anticipated as a result of this project.
