The City Purchasing Agent recommends that City Council approve the purchase of equipment and installation services for the Public Safety Video Initiative through the Texas Department of Information Resources in an amount not to exceed $1,081,620.21 for the Mayor's Office of Public Safety and Homeland Security and that authorization be given to issue purchase orders, as necessary, to the DIR Go-Direct Vendor Teksys, Inc.
The Public Safety Video Initiative is a project administered by the Mayor's Office of Public Safety and Homeland Security and funded by grants from the U.S. Department of Homeland Security. This is the ninth year of grant funding to fully fund this project.
The current phase of this successful effort is focused on providing comprehensive coverage in the new Buffalo Bayou Park as well as rooftops and intersections in the Texas Medical Center area. This procurement will secure the equipment that will include ethernet switches, power supplies, KTI networks, power injectors, mount kits, cameras, pole amount adaptors and wall mount brackets. The contractor will provide services needed to complete the installation of public safety cameras and wireless devices in these areas. The scope of work requires the contractor to provide all labor, equipment, materials, supplies, tools, instrumentation, and supervision necessary to complete the work.
M/WBE Subcontracting:
Teksys is a designated Certified City of Houston M/WDBE vendor for this project and will provide the video and network equipment, mounting hardware, miscellaneous materials and installation services. Teksys will sub-contract 72.5% of the Texas Medical Center – Phase II services contract ($314,724.68) and 92% of the Buffalo Bayou Park services contract ($269,881.34) to Pfeiffer and Son. Pfeiffer is a contracted vendor with the Buffalo Bayou Partnership for other non-video (non-City funded) aspects of the master project, and also are currently the contract vendor for the City’s Public Safety Video Initiative. Due to the complexity of the system and the level of technical understanding and experience required to implement additional segments on this system, no additional subcontracting opportunities exist.
