The Chief of the Houston Police Department (HPD) and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing a second amendment to the contract between the City of Houston (City) and LexisNexis Coplogic Solutions, Inc. to extend the contract term to November 24, 2026, with one additional 180-day renewal option, for the traffic accident reports sales website for the HPD.
The contract was awarded on November 20, 2019, by Ordinance No. 2019-0916 for a three-year term with two one-year renewal options. On November 14, 2024, a first amendment to the contract was approved by Ordinance 2024-0862 to extend the contract term from November 24, 2024, to November 24, 2025.
This request for a second amendment seeks to extend the contract term from November 24, 2025, to November 24, 2026, with an additional 180-day renewal option. The extension will ensure uninterrupted services and provide the City with sufficient time to complete a new procurement and execute a new contract. This is a revenue-based agreement; therefore, no funds will be required to cover the extended one-year term or the 180-day renewal option.
Pursuant to this Agreement, LexisNexis Coplogic Solutions, Inc. will continue providing website services, including portal design, availability, management, maintenance, and 24/7 access to traffic accident reports (TAR) obtained by HPD. This revenue-based agreement meets the needs of citizens and insurance companies at a fixed rate, with no fees charged to the City, HPD, or authorized City personnel accessing data or reports.
M/WBE Participation:
A prior Pre-Award Good Faith Efforts submission by the contractor explained why this requirement had no subcontracting opportunities. After a thorough review, the Office of Business Opportunity approved a 0% MWBE goal for this agreement.
Fiscal Note:
Revenue for this item is included in the FY26 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
