RECOMMENDATION:
Adopt an ordinance approving and authorizing Amendment No. 2 to the grant agreement between the City of Houston and the Texas Water Development Board (TWDB) for the Federal Emergency Management Agency (FEMA) FY2019 Flood Mitigation Assistance (FMA) Program for the elevation of 26 flood-prone homes.
SPECIFIC EXPLANATION:
The FMA grant program makes funds available nationwide for the mitigation of flood risk to previously flooded properties that hold policies through the National Flood Insurance Program (NFIP).
On February 2, 2022, City Council passed Ordinance 2022-0088 approving the agreement between the City of Houston and TWDB for administering the grant and to receive funds as a sub-recipient from TWDB for reimbursement of eligible costs to complete the elevations. On October 11, 2023, City Council passed Ordinance 2023-0840 approving Amendment No. 1 with TWDB to extend the term of the agreement.
Amendment No. 2 eliminates one of the properties from the Other Special Conditions and Exceptions to Standard Agreement for compliance with the National Historical Preservation Act as the property has now been approved and cleared to proceed. Amendment No.2 also changes the due date for quarterly reports to be submitted 10 days (previously 15 days) following the end of each federal quarter. There are no changes to the contract budget or the total project cost.
