RECOMMENDATION:
Adopt an ordinance approving and authorizing Amendment No. 1 to the Reimbursable Agreement between the City of Houston and the Federal Aviation Administration (FAA) to perform Limited Technical and/or Engineering Support, Design, and Construction Services at Ellington Airport (EFD) in support of the Construction of Taxiway L Project (Project No. 707) and increasing the maximum contract amount from $113,101.00 to $315,626.45.
SPECIFIC EXPLANATION:
On March 6, 2024, City Council adopted Ordinance 2024-0112, approving and authorizing a Design-Build Contract for the Taxiway L and Runway 4/22 Shoulders Phase 1 Construction at Ellington Airport (EFD). The project entails the construction of Taxiway L on the south side of Runway 4/22 at EFD to provide a full-length, parallel taxiway meeting Federal Aviation Administration (FAA) standards. The project includes design and construction of Taxiway L and associated taxiway connectors as well as shoulders for new edge lights, relocation of wind cones, marking/signage/lighting, and drainage improvements. This project is included in the HAS Capital Improvement Plan (CIP), and the new infrastructure will provide airfield access to the current and future Houston Spaceport tenants at EFD. However, FAA Navigational Aids will be impacted, requiring technical and engineering support from the FAA and a corresponding Reimbursable Agreement for those services.
On April 4, 2024, City Council adopted Ordinance 2024-187, approving and authorizing a Reimbursable Agreement and setting a maximum contract amount of $113,101.00 for the FAA to perform Limited Technical and/or Engineering, Support, Design and Construction Services for the Taxiway L and Runway 4-22 Shoulders Phase 1 Construction at Ellington Airport (EFD).
It is now requested that City Council adopt an ordinance approving and authorizing Amendment No. 1 to the Reimbursable Agreement and increasing the maximum contract amount by $202,525.45. The additional funding will allow the FAA to perform the construction services supervision of the design as reviewed and approved under the initial Reimbursable Agreement.
