The Director of the Houston Health Department (HHD) recommends that City Council approve an ordinance authorizing the Director to accept a grant award and expend the grant funds from the Texas Health and Human Services Commission (HHSC) for the renewal of the Harris County Area Agency on Aging (HCAAA), HHSC Contract No. HHS001603100013.
The project performance period covered by this grant is from October 1, 2025 through September 30, 2030, with an anticipated grant contract amount of $78,303,115.00.
The purpose of the grant is to renew the HCAAA grant to provide the highest quality of services to older adults through a direct or community-based service delivery system, targeting services to older individuals (60+) that are in the greatest economic need. During fiscal year 2024, HCAAA provided services to 72,895 Older Adults.
HCAAA is part of a nationwide network coordinating supportive services for the elderly as mandated by the Older Americans Act of 1965 and its subsequent amendments. The funding provided by HHSC enables HCAAA to plan and contract services for the elderly, such as nutrition, caregiver support, dental and Ombudsman services. The City of Houston has been the designated unit of local government for HCAAA since 1978.
HHD also requests City Council authorize the Mayor to execute all related contracts, agreements, amendments and documents with the approval as to form by the City Attorney in connection with the grant application and to authorize the Director or her designee to act as the City’s representative with the authority to apply for, accept and expend the grant funds as awarded, and to accept and expend all subsequent supplemental awards, if any, and to extend the term and/or budget and project period not to exceed five years.
