Summary:

Background:

DA-2025-0001 – Emergency Purchase Order – Approve spending authority to Rescued Pets Movement, Inc. in the amount of $520,000.00 for animal transport services for the Administrative and Regulatory Affairs Department.

 

Specific Explanation:

The Chief Procurement Officer recommends that City Council approve spending authority to Rescued Pets Movement, Inc. in the amount of $520,000.00 for animal transport services for the Administration and Regulatory Affairs Department.

 

The Chief Procurement Officer issued an emergency purchase order to Rescue Pets Movement, Inc. on July 30, 2025. This service is a critical component that directly impacts BARC’s ability to maintain its live release rate and comply with its additional mission of lifesaving animal outcomes. The transport service contract facilitates the relocation of no fewer than 400 animals per month from BARC to vetted rescue partners and shelters in other states where there is a great capacity for adoption or long-term care. SPD issued an Invitation to Bid (ITB), but it had to be cancelled and will be rebid. This EPO will cover these services until a new award can be completed.

This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (2) of the Texas Local Government Code for exempted procurements, " which provides a procurement necessary to preserve or protect the public health or safety of the municipality's residents.”  

 

MWBE Participation:

This procurement is exempt from the MWBE subcontracting participation goal because the department is utilizing an emergency purchase order for this purchase.

 

Hire Houston First:

This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an emergency purchase order for this purchase.

 

Fiscal Note:

Funding for this item is included in the FY26 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
