The Chief of Police for the Houston Police Department (HPD) requests City Council approval of an ordinance authorizing the electronic submission of a grant application and acceptance of funding from the Office of the Governor, Public Safety Office, Criminal Justice Division (CJD), for the Local Law Enforcement Equipment Grant in the amount of $10,000,000.00. The grant period is from October 1, 2025, through August 31, 2027.
If approved, this funding will support the purchase of approximately 166 new classified vehicles. This critical investment will advance the department’s fleet modernization efforts by replacing aging units with newer, more reliable models. The upgraded fleet will enhance officer safety, increase operational efficiency, reduce maintenance-related downtime, and strengthen emergency response capabilities citywide.
Beyond operational improvements, the new vehicles will contribute to the overall safety, well-being, and morale of HPD officers by providing more dependable, better-equipped transportation in the field. Modern vehicles with updated technology and safety features also foster greater community trust by enabling faster, more effective service and increasing HPD’s visible presence in high-need areas. This initiative reflects HPD’s continued commitment to public safety, officer wellness, and service excellence throughout Houston.
The Houston Police Department also requests City Council to authorize the Chief of Police or his designee to act as the City’s representative in the application process with the authority to apply for, accept and expend the grant funds as awarded, and apply for, accept and expend all subsequent awards, if any, to extend the budget period, and to authorize the Mayor to execute all related agreements with the approval of the City Attorney in connection with the grant not to exceed five years.
