RECOMMENDATION: Award construction contract and appropriate funds for the project.
SPECIFIC EXPLANATION: The General Services Department (GSD) recommends City Council award a construction contract to High Country Roofing and Restoration LLC on the proposal amount of $988,800.00 to provide construction services for Mason Park Roof Replacement for the Houston Parks and Recreation Department (HPARD).
PROJECT LOCATION: 541 S. 75th Street, Houston, TX 77023
PROJECT DESCRIPTION: The project includes roof replacement and building envelope repairs to the Mason Park Community Center, Clubhouse and Pool buildings. The project includes exterior masonry repair, painting, window and door repair and replacement, weatherstripping and limited site grading.
The contract duration for this project is 100 calendar days from the date of the Notice to Proceed.
English and Associates Architects, Inc., is the design consultant for this project.
PROPOSALS: On Friday, April 4, 2025, and April 11, 2025, GSD advertised a Request for Competitive Sealed Proposals (CSP) for construction services for Mason Park. The CSP contained selection criteria that ranked respondents on experience, key personnel, safety and Hire Houston First. Statements of Qualifications were received on May 15, 2025, and four firms responded. A selection committee comprised of representatives from GSD, Houston Public Works Department and HPARD evaluated the respondents. High Country Roofing and Restoration LLC submitted the lowest proposal and offers the best value for the City based on the advertised criteria.
The three proposers are ranked as follows:

2. FMG Construction Group, LLC
3. Prestige Building Group LLC
4. Eskola, LLC dba JR Jones Roofing
AWARD: It is recommended that City Council award the construction contract to High Country Roofing and Restoration LLC, and appropriate funds for the project, including an additional appropriation of $98,880.00 for contingency.

MWBE PARTICIPATION: No City M/WBE participation goal was established for this project as the contract amount does not exceed the threshold of $1,000,000.00 required for goal-oriented contracts per Section 15-82 of the City Code of Ordinances
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s “Pay or Play” Ordinance regarding health benefits for employees of City Contractors. In this case, the contractor elected to pay into the Contractor Responsibility Fund in compliance with City policy.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s “Hire Houston First” Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.
FISCAL NOTE: No significant Fiscal Operation impact is anticipated as a result of this project.
