Specific Explanation:
The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a Construction Management and Inspection Services contract to CDM Smith, Inc., with an appropriation of $6,899,937.50.
This contract will provide Construction Management and Inspection Services, including contract administration, processing pay estimates, coordinating schedules, evaluating proposals and change orders, site representation, inspection, document control, project closeout, constructability review, and other tasks requested by the Director of the Houston Public Works.
The Request for Qualifications (RFQ) was advertised in accordance with the State of Texas bid laws and as a result, 15 responses were received. The Evaluation Committee consisted of members from Houston Public Works.

PAY OR PLAY PROGRAM:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Hire Houston First does not apply to this contract because it involves the use of federal funds and is subject to specific contract rules of the federal government.
FISCAL NOTE:
No significant Fiscal Operating impact is anticipated as a result of this project.
No fiscal note is required on grant items.
