Specific Explanation:
The Director of Houston Public Works (HPW) and the Chief Procurement Officer recommend that City Council approve a purchase in the total amount of $2,614,170.00 from Smith Pump Company, Inc., for various types of pumps, through the BuyBoard purchasing cooperative program for HPW.
This is for the purchase of seven (7) sludge pumps, three (3) chopper scum pumps, two (2) vertical transfer pumps, and one (1) centrifugal pump for Houston Public Works. Sludge pumps are essential for removing excess inert solids from the sludge stream. Chopper scum pumps are used primarily in wastewater treatment processes to handle and remove floating, semi-solid, or viscous scum and debris from the surface of liquids. They are installed in clarifiers and pump scum to treatment and disposal areas. Vertical transfer pumps are designed to move thick sludge, slurry, and wastewater from lower elevations to higher elevations within treatment plants, enabling gravity flow for subsequent processing steps. The centrifugal pump is used to circulate treated water through various treatment stages and pump treated water into the distribution networks, delivering clean water to consumers.
Smith Pump Company, Inc. will be responsible for the removal, disposal and in some cases, refurbishment of existing pumps, including the installation and start-up of the new pumps.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (2) of the Texas Local Government Code for exempted procurements, " which provides a procurement necessary to preserve or protect the public health or safety of the municipality's residents.”

Zero percentage goal-document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal/Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY26 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
