Recommendation:
Adopt an ordinance approving and authorizing the Director of the Houston Airport System (HAS) to apply for and accept the Community Projects Supplemental Funding Discretionary Grant Awards from the Federal Aviation Administration (FAA); declaring the City’s eligibility for such Grants; authorizing the Director to expend the Grant Awards as awarded and to apply for and accept all subsequent awards.
Specific Explanation:
Members of Congress can request to designate a certain amount of funding for specific projects in the communities. The Houston Airport System (HAS) received two grant awards under the FAA Airport Improvement Program (AIP) Federal Fiscal Year (FFY) 2024 Community Projects Supplemental Grant Program. The awards are to Rehabilitate and Expand Aircraft Rescue and Fire Fighting (ARFF) Stations at George Bush Intercontinental Airport/Houston (IAH) (Project No. 668) ($850,000.00) and at William P. Hobby Airport (HOU) (Project No. 669) ($1,000,000.00). The applicant’s portion of the projects in the amount of $462,500.00 will be funded by HAS from the Airports Improvement Fund.
HAS requests City Council to authorize the Director or his designee to act as the City's representative in the application process with the authority to apply for, accept, and expend the grant funds as awarded and to apply for, accept and expend all subsequent awards, if any, to extend the budget period, and to authorize the Mayor and the Director to execute all related agreements with the approval of the City Attorney in connection with the grant not to exceed five years.
