Summary:

RECOMMENDATION from Director Houston Airport System that Houston City Council accept the work and authorize final payment, if any, of the contract with FMG CONSTRUCTION GROUP, LLC for the Terminal B Garage, 3rd and 4th Levels Rehabilitation Project at George Bush Intercontinental Airport/Houston (IAH) (Project No. 466B) - DISTRICT B - JACKSON

Background:

RECOMMENDATION:

Pass a motion to approve the final contract amount of $4,668,895.91, or 7.50% over the original contract amount of $4,343,300.00 and under the 10% contingency amount, to accept the work, and to authorize the final payment.

 

SPECIFIC EXPLANATION:

The contractor, FMG Construction Group, LLC, has completed all the work required under the contract in the amount of $4,668,895.91 for the Terminal B Garage, 3rd & 4th Levels Rehab Project at George Bush Intercontinental Airport/Houston (IAH) (Project No.466B). The final contract amount includes one change order with a net value of $325,595.91. The change order includes scope to address additional waterproofing needs and the replacement of sealant joints.

 

During construction, the project was managed and inspected by Houston Airport System (HAS) personnel.

 

It is now requested that City Council pass a motion to approve the final contract amount of $4,668,895.91, or 7.50% over the original contract of $4,343,300.00 and under the 10% contingency amount, to accept the work and to authorize the final payment.

 

MWDBE PARTICIPATION:

The advertised and approved M/WBE contract goals for this project was 16.00% MBE and 4.00% WBE (20% total). The participation achieved was 36.09% MBE, 3.87% WBE, and 2.43% SBE (42.39% total). The MWBE performance on this project was rated Satisfactory due to Good Faith Efforts for the following reasons: Although the underutilization of a WBE subcontractor contributed to the shortfall in WBE participation, the inclusion of 2.43% participation from Small Business Enterprises (SBE) helped offset this gap. For the reasons listed, the MWSBE performance meets the good faith efforts requirements of the City’s MWSBE Program.
