Summary:

ORDINANCE approving and authorizing first amendment to contract with SOUTHERN TIRE MART, LLC, for Retreading Services for the Fleet Management Department - Through March 2, 2027

Background:

P68-L29612.A1 – Approve an ordinance authorizing a first amendment to Contract No. 4600016282 between the City of Houston and Southern Tire Mart, LLC (Approved by Ordinance No. 2020-0932, Passed October 28, 2020) to extend the contract term to March 2, 2027, for tire retreading services for the Fleet Management Department.

 

Specific Explanation:

The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing a first amendment to Contract No. 4600016282 between the City of Houston and Southern Tire Mart, LLC, to extend the contract term to March 2, 2027, for tire retreading services for the Fleet Management Department.

 

The original contract was awarded on December 2, 2020, by Ordinance No. 2020-0932 for a three-year term with two one-year options to renew in the amount not to exceed $4,607,393.00. The contract term was from December 2, 2020, through December 2, 2025. Prior to the expiration, the contract was extended for 90 days until March 2, 2026. Expenditures as of September 10, 2025, totaled $1,498,589.96. There is sufficient spending authority remaining in the contract to carry the department through the extended one-year period.

 

It is critical that this contract remain active to support the replacement of worn tire tread rubber for heavy-duty tires. Maintaining the remaining spending authority is essential to ensure these services can be accessed immediately as needs arise. The available funding is largely the result of ongoing supply chain challenges, including logistics disruptions, global market instability, material shortages, and slower shipment times.

 

The scope of work requires the contractor to furnish all labor, materials, repairs, equipment, tools, supervision, training, and transportation necessary for tire retreading services

 

MWBE Subcontracting:

Zero percentage goal-document approved by the Office of Business Opportunity.

 

Fiscal Note:

There is no impact to the fiscal budget or no additional spending authority. Therefore, no Fiscal Note is required as stated in the Financial Policies.
