Specific Explanation:
The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a thirty-six (36) month revenue contract, with two (2) consecutive one-year automatic renewal terms to Above Training Inc, DBA State Food Safety for online certification food services courses for the Houston Health Department.
The scope of work requires Above Training Inc DBA State Food Safety to provide online certification courses for food services managers and food handlers, supporting the Houston Health Department’s Environmental Division, Bureau of Consumer Health. The online training courses provide State of Texas-accredited or American National Standard Institute (ANSI) Food Service Managers Certification (FSMC) and Food Handlers (FH) Certificates upon completion of the program (s). The aforementioned courses are hosted through a custom online portal, accessible on Consumer Health’s webpage on houstonhealth.org.
The current revenue agreement generates $136,059.66 during FY24, equating to an anticipated revenue of $685,000.00 over a five-year period. Above Training shall collect payment from participants and reconcile the monthly payment to be made to the City of Houston.
This recommendation is made pursuant to subsection 252.022 (a)(4) of the Texas Local Government Code, which provides that “a procurement for personal, professional, or planning services” is exempt from the competitive requirements for purchases.
