Summary:

ORDINANCE appropriating $1,520,000.00 out of Parks and Recreation Dedication Fund; approving and authorizing agreement between City of Houston, Texas, and ASTROS GOLF FOUNDATION for improvements to Memorial Park Golf Course Driving Range - DISTRICT C - KAMIN

Background:

The Houston Parks and Recreation Department (HPARD) requests City Council approve and authorize an Agreement with Astros Golf Foundation (AGF) for improvements to the Memorial Park Golf Course Driving Range and the appropriation of $1,520,000.00 from the Parks and Recreation Dedication Fund to support the project.

The Memorial Park Golf Course Driving Range (Range) is a heavily used amenity in Memorial Park. The Range is in critical need of repair due to a combination of factors, including prolonged heavy rainfall, severe ground sloping, and insufficient drainage and irrigation infrastructure. These factors contribute to frequent facility closures resulting in significant revenue loss, operational inefficiencies, and disruption in public access to one of the most popular and well-used amenities in Memorial Park.

The Scope of Work includes:
Regrading the driving range floor to soften severe slopes and improve surface water runoff, installing new drainage infrastructure to enhance subsurface drainage and water flow, and replacing the irrigation system to ensure consistent and effective moisture management. Notably, the entire 12.5-acre Range floor will be drained, irrigated, and sodded, with the most intensive repairs concentrated within the central 8.5 acres. Also, improvements to the ball washing station are planned. The City will contribute $1,520,000.00 to support these essential repairs, ensuring the Range is restored to acceptable operational standards.

AGF has been a key partner with the City in elevating Memorial Park Golf Course to a premiere PGA level course and maintaining it as a public asset. AGF will serve as Range project manager and is responsible for selecting, contracting, and paying the contractor per City requirements. The work is expected to take approximately 10 weeks, with Range closure coordinated with the City. The Range will reopen once the new turf has properly established.

Fiscal Note: No Significant Fiscal Operating impact is anticipated as a result of this project.
