Sole Source - SR1641371164 Approve a purchase in the total amount of $433,680.00 for drum screen reconditioning services from Global WET for Houston Public Works.
Specific Explanation:
The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve a purchase in the total amount of $433,680.00 for drum screen reconditioning services from Global WET for Houston Public Works (HPW).
Wastewater Operations seeks to purchase reconditioning services for four (4) drum screens at the 69th Street Wastewater Treatment Plant. Drum screens are essential components in modern wastewater treatment facilities. They play a pivotal role by mechanically separating solid waste from the liquid stream at the beginning of the treatment process. Their primary function is to prevent large debris and particulate matter from entering and potentially damaging subsequent equipment. Servicing this equipment ensures the wastewater treatment plant complies with Texas Commission on Environmental Quality (TCEQ) regulations.
Global WET is the exclusive supplier of certain parts for the specified product and equipment. As the original equipment manufacturer (OEM), they are the sole source for OEM replacement parts. They will replace critical components to reduce downtime and extend the operational life of the equipment. Certified specialists will oversee the rebuilding process, ensuring high-quality standards are met. Additionally, they will provide training to ensure our staff can maintain optimal performance. This service includes a one (1)-year warranty on rebuilt components.
This recommendation is made pursuant to subsection 252.022(a)(7) of the Texas Local Government Code, which provides that “a procurement of items that are available from only one source…” is exempt from the competitive requirements for purchase.
