SUBJECT: Accept Work for Large Diameter Valve Replacement Package 2.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $4,213,426.01 or 6.27% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project ensured the repairing or replacing of large diameter water lines to minimize the impacts of major water main shutdowns. This increased the quality of service and customer satisfaction.
DESCRIPTION/SCOPE: This project consisted of installing new large diameter valves ranging from 36-inches to 96-inches. One site also included the removal of an existing Pressure Relief Valve Station and installing a 20-inch gate valve. A 42-inch interconnection was also installed between two existing 60-inch water mains. Lockwood, Andrews & Newnam, Inc. designed the project with 1,050 calendar days allowed for construction. The project was awarded to Main Lane Industries, Ltd. with an original Contract Amount of $4,495,075.50.

CONTRACT COMPLETION AND COST: The Contractor, Main Lane Industries, LTD, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 799 days approved by Change Order Nos. 10, 11, 12, and 13. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12 is $4,213,426.01, a decrease of $281,649.49 or 6.27% under the original Contract Amount and under the 5% contingency amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised and approved M/WBE goals for this contract were 12.00% MBE and 7.00% WBE. According to the Office of Business Opportunity, the actual participation achieved was 3.41% MBE and 4.29% WBE. Based on the scope limitations, documented GFE submittal, and the Prime’s partial achievement of MWBE participation despite project constraints, the Compliance Officer recommends a Satisfactory due to Good Faith Efforts rating in accordance with the City’s MWBE Program requirements.
