SUBJECT: Accept Work for Sanitary Sewer Targeted Cleaning and Television Inspection.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $3,828,647.42 or 0.41% under the original contract amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was required to reduce sanitary sewer overflows by providing sanitary sewer targeted cleaning and television inspection of sanitary sewers throughout the City.
The work performed under this contract award was necessary to maintain compliance with Houston’s wastewater consent decree with the EPA and TCEQ.
DESCRIPTION/SCOPE: This project consisted of Sanitary Sewer Targeted Cleaning and Television Inspection. The project was awarded to Specialized Maintenance Services, Inc. with 365 calendar days allowed for construction and an original contract amount of $3,844,601.40.
LOCATION: The projects are located in Council Districts A, B, C, D, E, F, G, H, I and J.
CONTRACT COMPLETION AND COST: The contractor, Specialized Maintenance Services, Inc., has completed the work under the subject contract. The project was completed within the original contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities is $3,828,647.42, a decrease of $15,953.98 or 0.41% under the original contract amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised MWBE goals for this project were 14.00% MBE and 4.00% WBE, which were also the approved goals at the time of award. The final participation achieved was 0.00% MBE and 3.85% WBE. The MWBE performance on this project has been rated Satisfactory due to Good Faith Efforts. Although WBE participation fell slightly short by 0.15%, the Prime submitted documented efforts to meet the MBE goal and utilized two of the three listed goal credit subcontractors to the extent possible. For these reasons, the MWSBE performance is considered to have met the Good Faith Efforts requirements outlined in the City’s MWSBE Program.
