SUBJECT: Accept Work for Wastewater Collection System Rehabilitation and Renewal
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $4,600,840.29 or 7.79% under the original contract amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Sewer Rehabilitation Program and was required to renew/replace various deteriorated neighborhood collection systems throughout the City. The project involved wastewater collection system rehabilitation by pipe bursting and cured-in-place pipe methods. The purpose was to reduce sanitary sewer overflows, which was accomplished by renewal/rehabilitation of deteriorated collection systems.
The work performed under this contract award was necessary to maintain compliance with Houston's wastewater consent decree with the EPA and TCEQ.
DESCRIPTION/SCOPE: This project consisted of wastewater collection system rehabilitation and renewal. The project was awarded to PM Construction & Rehab, LLC dba IPR South Central with 730 calendar days allowed for construction and an original contract amount of $4,989,278.99.
LOCATION: The projects are located in Council Districts C, D, F and J.
CONTRACT COMPLETION AND COST: The contractor, PM Construction & Rehab, LLC dba IPR South Central, has completed the work under the subject contract. The project was completed beyond the established completion date with an additional 180 days approved by Change Order No 2. The final cost of the project, including overrun and underrun of estimated unit price quantities is $4,600,840.29, a decrease of $388,438.70 or 7.79% under the original contract. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised and approved M/WBE contract goals for this project were 19.44% MBE and 9.17% WBE. According to the Office of Business Opportunity, the actual participation achieved was 8.48% MBE and 8.39% WBE. The MWBE performance on this project has been rated Satisfactory due to demonstrated Good Faith Efforts. While the Prime contractor fell short of the MBE goal, they came within 1% of meeting the WBE goal. Throughout the course of the project, the Prime made documented efforts to engage all listed goal credit subcontractors and supplemented participation by bringing on three additional certified MBE firms. These actions were taken in response to changing scopes and budget constraints resulting from the work order structure of the contract. Based on these efforts, the Prime met the City’s requirements for Good Faith Effort, and the MWSBE performance is considered compliant under the City’s MWSBE Program.
