SUBJECT: Contract Award for FY2025 Asphalt Overlay Services Project #3.
RECOMMENDATION: (SUMMARY) Award a construction Contract to Texas Materials Group, Inc. for FY2025 Asphalt Overlay Services Project #3 and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Asphalt Overlay Rehabilitation program and will provide work authorizations on a location-by-location as-needed basis, to preserve, repair, rehabilitate or reconstruct the street asset to such a condition that it may be effectively used for its designated functional purpose.
DESCRIPTION/SCOPE: This project consists of the Citywide program that performs milling and overlay of asphalt streets. The scope is established by each work authorization. The Contract duration for this project is 365 days.
LOCATION: The projects are located throughout the City of Houston.
BIDS: This project was advertised for bidding on May 09, 2025. Bids were received on May 29, 2025. The six (6) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Texas Materials Group, Inc. with a low bid of $7,770,010.00.
PROJECT COST: The total cost of this project is $8,478,510.50 to be appropriated as follows:
· Bid Amount $7,770,010.00
· Testing Services $ 320,000.00
· CIP Cost Recovery $ 388,500.50
Testing Services will be provided by B2Z Engineering, LLC under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Texas Materials Group, Inc. does not meet the requirements for HHF designation; no HHF firms were within three percent.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13.00% MBE goal 7.00% WBE goal for this project.
