SUBJECT: Contract Award for Cambridge Village Park and Ramblewood Storm Sewer.
RECOMMENDATION: Award a Construction Contract to SER Construction Partners, LLC for Cambridge Village Park and Ramblewood Storm Sewer and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Community Development Block Grant Mitigation (CDBG-MIT) and is required to construct neighborhood infrastructure projects.
DESCRIPTION/SCOPE: This project consists of the construction of a stormwater detention basin and storm sewer improvements along the following streets: Lotus Street, Buxley Street, Woodmont Drive, and Brookston Street. The Contract duration for this project is 210 calendar days. This project was designed by Quiddity Engineering, LLC.
LOCATION: The project area is generally bound by Brookston Street on the north, Tidewater Drive on the south, Buxley Street on the east and Nitida Street on the west.
BIDS: This project was advertised for bidding on March 14, 2025. Bids were received on April 10, 2025. The (3) bids are as follows:

Therefore, it is recommended that this construction contract be awarded to the second low bidder SER Construction Partners, LLC, with a bid of $9,017,166.36.

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13.00% MBE goal and 7.00% WBE goal for this project.
