SUBJECT: PROPERTY: Recommendation that an ordinance be passed approving the Purchase and Sale Agreement between ConocoPhillips Company and Continental Oil Company and the City of Houston, and authorizing payment of the purchase price for the acquisition of Parcels JY23-002, TAY23-001, TCY23-037, and TCY23-038 for the FACILITIES IMPROVEMENTS AT VARIOUS WELL SITES AND RE-PUMP STATIONS – PACKAGE III PROJECT.
RECOMMENDATION: (Summary) An ordinance be passed approving the Purchase and Sale Agreement between ConocoPhillips Company and Continental Oil Company and the City of Houston, and authorizing payment of the purchase price for the acquisition of Parcels JY23-002, TAY23-001, TCY23-037, and TCY23-038.
SPECIFIC EXPLANATION:
The FACILITIES IMPROVEMENTS AT VARIOUS WELL SITES AND RE-PUMP STATIONS – PACKAGE III PROJECT (the “Project”) provides for the renewal of pump stations. Improvements include renovations, individual pump installation, replacement of electrical switchgear, generators, valves, meters, motors, pumps, lead abatement, site demolition and roadway. This project is necessary to meet the water system capacity requirements by the TCEQ and annual state inspection.
The City will acquire a tract of land in fee containing 2,105 square feet on Parcel JY23-002, 31,233 square feet in temporary access easement on Parcel TAY23-001, 192 square feet in temporary construction easement on Parcel TCY23-037, and 200 square feet in temporary construction easement on Parcel TCY23-038. The City’s offers were based on an appraisal by S. Louis Smith, MAI, SRPA, dated September 28, 2023. The valuation was reviewed and recommended for approval by a senior staff appraiser of this department. The terms of the purchases include the following:

Parcel TAY23-001 contains a 0.7170 acre (31,233 square feet) tract of land situated in the J. Wheaton Survey, Abstract No. 80 City of Houston of Harris County, Texas and being a portion of a called 10.737 acre tract as described in an instrument to Conoco Inc. recorded under Harris County’s Clerk’s File Number (H.C.C.F. No.) G556512 and a remainder of a called 15.257 acre tract described as Parcel One in an instrument to Continental Oil Company recorded under H.C.C.F No. F780445, according to City of Houston approved field notes.
Parcel TCY23-037 contains a 0.0044 acre (192 square feet) tract of land situated in the J. Wheaton Survey, Abstract No. 80 City of Houston of Harris County, Texas and being a portion of a called 10.737 acre tract as described in an instrument to Conoco Inc. recorded under Harris County Clerk’s File Number (H.C.C.F.
