Summary:

RECOMMENDATION from Director Houston Public Works that Houston City Council accept the work and authorize final payment, if any, of the contract with TEXKOTA ENTERPRISES, LLC for Miscellaneous Small Diameter, Fire Hydrant, Valves and Water Lines

Background:

SUBJECT: Accept Work for Misc. Small Diameter, Fire Hydrant, Valves & Water Lines.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $4,791,688.02 or 4.51% over the original amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the Water Utility Systems Capital Improvement Plan and was required to provide for the removal, disposal and installation of new small diameter waterline valves, fire hydrants and related work.

 

DESCRIPTION/SCOPE: This work order project consisted of the rehabilitation of small diameter waterline valves, fire hydrants and some small diameter water lines that were determined to be defective in the drinking water distribution system. The project was awarded to Texkota Enterprises, LLC with 730 calendar days allowed for construction and an original amount of $4,584,834.22.

 

LOCATION: The projects are located throughout the City of Houston.

 

CONTRACT COMPLETION AND COST: The contractor, Texkota Enterprises, LLC, has completed the work under the subject contract. The project was completed within the original contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities is $4,791,688.02, an increase of $206,853.80 or 4.51% over the original contract amount and under the 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION: The advertised MWBE contract goals for this project were 15.00% MBE and 8.00% WBE. The approved goals matched those at award. According to the Office of Business Opportunity, the actual participation achieved was 15.15% MBE and 12.21% WBE. The MWSBE performance on this project was rated Outstanding for the following reasons: The Prime exceeded both the MBE and WBE goals and utilized all goal credit subcontractors to the fullest extent possible. Based on these outcomes, the MWSBE performance meets the Good Faith Efforts requirements mandated by the City’s MWSBE Program.
