SUBJECT: Contract Award for Drinking Water Sampling Station On-Call Installation.
RECOMMENDATION: Award a Construction Contract to Reytec Construction Resources, Inc. for Drinking Water Sampling Station On-Call Installation and allocate funds.
PROJECT NOTICE/JUSTIFICATION: This project is required to install a total of 200 drinking water sampling stations on water service lines throughout the City which includes Greater Northeast Service Houston Area. This will help to collect drinking water samples without entering private properties. The work performed under this contract will help to maintain the City of Houston water quality and meet TCEQ/EPA required water quality standards.
DESCRIPTION/SCOPE: This project consists of the installation of drinking water sampling stations and related valves on water service lines. The contract duration for this project is 730 calendar days. This is an on-call contract with projects assigned on an as-needed basis.
LOCATION: The projects are located throughout the City of Houston.
BIDS: This project was advertised for bidding on March 28, 2025. Bids were received on April 17, 2025. The two (2) bids are as follows:

AWARD: It is recommended that this Construction Contract be awarded to Reytec Construction Resources, Inc. with the low bid of $2,011,000.00 (0.954 Adjustment Factor) and that Addendum No. 1 and Rider No. 1 be made a part of this Contract.

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Reytec Construction Resources, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City Contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The Contractor has submitted the following proposed program to satisfy the 15% MBE goal and 8% WBE goal for this project.
