SUBJECT: Accept Work for Sanitary Sewer Rehabilitation by Cured-In-Place Pipe Method (LDS).
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $3,792,754.35 or 17.93% under the original contract amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Sewer Rehabilitation Program and was required to renew/replace various deteriorated neighborhood collection systems throughout the City. The project involved sanitary sewer rehabilitation by cured-in-place pipe method. The purpose was to reduce sanitary sewer overflows, which was accomplished by renewal/rehabilitation of deteriorated collection systems.
The work performed under this contract award was necessary to maintain compliance with Houston's wastewater consent decree with the EPA and TCEQ.
DESCRIPTION/SCOPE: This project consisted of Sanitary Sewer Rehabilitation by the Cured-In-Place Pipe Method (LDS). The project was awarded to Vortex Lining Systems, LLC (formerly known as Quadex Lining Systems, LLC) with 730 calendar days allowed for construction and an original contract amount of $4,621,476.26.
LOCATION: The projects are located in Council District H.
CONTRACT COMPLETION AND COST: The contractor, Vortex Lining Systems, LLC (formerly known as Quadex Lining Systems, LLC), has completed the work under the subject contract. The project was completed within the original contract time. The final cost of the project, including overrun and underrun of estimated unit price is $3,792,754.35, a decrease of $828,721.91 or 17.93% under the original contract amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 19.44% MBE and 9.17% WBE. The M/WBE goals approved for this project were 20.46% MBE and 9.17% WBE. According to the Office of Business Opportunity, the actual participation achieved on this project was 15.21% MBE and 1.10% WBE. The M/WBE performance on this project was rated Satisfactory due to Good Faith Efforts for the following reasons: The Prime made every effort to fully utilize the originally listed M/WBE firms to meet the project’s goal credit. However, a project scope change necessitated the use of highly specialized technology, significantly reducing the scope of work that could be feasibly allocated to subcontractors. For the reasons listed, the MWSBE performance meets the good faith efforts requirements mandated by the City's MWSBE Program.
