SUBJECT: An Interlocal Agreement between the City of Houston (City), OST/Almeda Corridors Redevelopment Authority (Authority), and Reinvestment Zone Number Seven (Zone) for construction of Holman Street Sidewalk Safety and Accommodation Improvements.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement with the City of Houston (City), OST/Almeda Corridors Redevelopment Authority (Authority), and Reinvestment Zone Number Seven (Zone) for design and construction of Holman Street Sidewalk Safety and Accommodation Improvements and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This agreement is between the City, Authority, and Zone to support the Holman Street Sidewalk Safety and Accommodation Improvements Project. The City seeks to improve pedestrian mobility and safety along Holman Street from Emancipation Avenue to the Columbia Tap Trail. This corridor serves a vital function in the neighborhood that promotes Americans with Disabilities Act (ADA) accessibility and enhances public right-of-way infrastructure.
LOCATION: The project area is generally bound by Elgin Street on the north, Alabama Street on the south, Velasco Street on the east and Emancipation Avenue on the west.
SCOPE OF THE AGREEMENT AND FEE: The agreement between the City, Authority, and Zone consists of the design and construction of sidewalk rehabilitation, including crosswalks and ADA compliant ramps, along Holman Street between Emancipation Avenue and the Columbia Tap Trail. Upon completion of the project, the City will accept all standard public infrastructure components of the Project for City maintenance. The Total cost of the project is estimated at $425,000.00.
The Project cost has been allocated at the request of Council District D as part of the Council District Service Funds (CDSF) program. The total amount to be paid by the City to the Authority for the City’s portion of the Project cost shall not exceed $149,000.00. The total requested amount of $156,450.00 is to be appropriated as follows $149,000.00 for project cost and $7,450.00 for CIP Cost Recovery.
The allocation from the CDSF program will not be used to pay for CIP Cost Recovery.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
