Summary:

ORDINANCE approving and authorizing contract between City of Houston and PUMP SOLUTIONS, INC for KSB Large Submersible Pump Repair Services for Houston Public Works; providing a maximum contract amount - 3 Years with 2 one-year options - $5,668,509.97 - Enterprise Fund

Background:

Best Value Bids received April 17, 2025 for BVB-2025-0003 - Approve an ordinance awarding a contract to Pump Solutions, Inc. in the maximum contract amount of $5,668,509.97 for KSB large submersible pump repair services for Houston Public Works.

 

Specific Explanation:

The Chief Procurement Officer and the Director of Houston Public Works (HPW) recommend that City Council approve an ordinance awarding a three (3) year contract, with two (2) one-year options to Pump Solutions, Inc. in the maximum contract amount of $5,668,509.97 for KSB large submersible pump repair services for HPW.

 

The scope of work requires the contractor to provide the specified equipment, labor, supervision, appurtenances, and resources needed to perform precise repair services for KSB large submersible pumps at various City of Houston facilities. The KSB large submersible pumps range from over 125 horsepower to 450 horsepower. This contract covers disconnecting, transporting, reconditioning, rewinding, repairing, installing, and testing the pumps. 

 

The Best Value Bid (BVB) was advertised in accordance with the requirements of the State of Texas bid laws, and as a result, one bid was received from Pump Solutions, Inc. Prospective bidders were contacted to determine the reason for the limited response to the BVB. One prospective bidder said they cannot be competitive because they are not the local distributor of KSB pumps; they would have to buy from the local distributor, Pump Solutions, Inc., resulting in a higher bid. Another prospective bidder said that they are too busy to take on this contract.

 

The evaluation committee consisted of employees from Houston Public Works. The BVB was evaluated based on the following criteria:

M/WBE Subcontracting:

The BVB was advertised with a 3% goal for M/WBE participation. Pumps Solutions, Inc. has designated the companies below as its certified M/WBE subcontractors.

Pay or Play Program:

The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, Pump Solutions, Inc. will provide health benefits to eligible employees in compliance with City policy.

 

Hire Houston First:

The proposed contract requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Pump Solutions, Inc. is a designated HHF company, but it was the successful awardee without application of the HHF preference.

 

Fiscal Note:

Funding for this item is included in the FY2026 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
