SUBJECT: Contract Award for FY2025 Asphalt Overlay Rehabilitation Project #4.
RECOMMENDATION: (SUMMARY) Award a construction Contract to JFT Construction, Inc for FY2025 Asphalt Overlay Rehabilitation Project #4 and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Roadway Rehabilitation program and will provide work authorizations on a location-by-location basis, as needed, to preserve, repair, rehabilitate or reconstruct the street asset to such a condition that it may be effectively used for its designated functional purpose.
DESCRIPTION/SCOPE: This Citywide program provides construction services to include but not limited to construction repair, rehabilitation, removal, disposal, and/or replacement of roadway pavement and other pavement related improvement. The Contract duration for this project is 365 calendar days.
LOCATION: The projects are located throughout the City of Houston.
BIDS: This project was advertised for bidding on May 9, 2025. Bids were received on May 29, 2025. The six (6) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to JFT Construction, Inc. with a low bid of $7,691,995.00.
PROJECT COST: The total cost of this project is $8,401,594.75 to be appropriated as follows:
· Bid Amount $7,691,995.00
· Testing Services $ 325,000.00
· CIP Cost Recovery $ 384,599.75
Testing Services will be provided by Quartet Engineers Corporation under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case JFT Construction, Inc.is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor has elected to play and will provide health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13.00% MBE goal, and 7.00% WBE for this project.
