Background:

Formal Bids received May 8, 2025, for ITB-2025-0007 - Approve an award to Valmark Energy LLC, in the total amount of $167,705.22, for the replacement of a Pneumatic Injector System for Houston Public Works.

 

Specific Explanation:

The Chief Procurement Officer and the Director of Houston Public Works (HPW) recommend that City Council approve an award to Valmark Energy, LLC., in the total amount of $167,705.22 to remove, furnish, and install one (1) pneumatic injector system for HPW.

 

The scope of work requires the contractor to provide the specified equipment, labor, supervision, appurtenances, and resources needed to remove, furnish, and install one (1) pneumatic injector system for HPW Drinking Water Operations.  Pneumatic Injector Systems enable the efficient and controlled injection of chemicals, disinfectants, or other additives into water distribution systems, allowing accurate dosing of chemicals based on flow rates. This is a one-time purchase.

 

The project was advertised in accordance with the requirements of the State of Texas bid laws, and as a result, twelve (12) bids were received.

Pay or Play Program:

The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, Valmark Energy LLC. will provide health benefits for some employees, but will pay into the Contractor Responsibility Fund for others in compliance with City policy.

 

Hire Houston First:

The proposed contract requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Valmark Energy LLC. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

Fiscal Note:

Funding for this item is included in the FY2026 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
