Summary:

ORDINANCE approving and authorizing Subrecipient Agreement between City of Houston and NORTHWEST ASSISTANCE MINISTRIES to provide HOME Investment Partnerships Program – American Rescue Plan Funding for program that will serve households who are at-risk for, or are experiencing homelessness - $1,153,870.00 - Grant Fund

Background:

The Housing and Community Development Department (HCD) recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City of Houston (City) and Northwest Assistance Ministries (NAM), providing up to $1,153,870.00 in HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) funding for a program that will serve a minimum of 65 households annually who are at-risk of or experiencing homelessness.  

 

NAM’s Diversion Program will work primarily with clients referred through The Way Home’s Coordinated Entry System and referrals from other City-approved sources as appropriate, and who have housing issues and barriers to long-term stability.  The aim is to identify immediate alternative housing arrangements to avoid emergency shelter or unsheltered living. Services may include case management, food, transportation, outreach services, financial assistance, other supportive services and referrals to wrap-around services.

In March 2025, in partnership with Harris County and the Coalition for the Homeless of Houston/Harris County, the City invited organizations to submit proposals under a Request for Expression of Interest (REI). NAM was one of the agencies that responded and was selected from the pool of applicants. 

 

The initial Agreement period is from the Date of Countersignature to August 31, 2026, with an option for a one-year renewal at the City’s discretion. NAM has received funding from the City of Houston since 2020. There were no findings or concerns in the most recent compliance monitoring review for other funded projects
