SUBJECT: Accept Work for Ground Water Well Rehabilitation Project Package 1.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $1,900,725.26 or 2.26% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City's program to upgrade and rehabilitate ground water production facilities. It met the area's water demand and ensured compliance with the Texas Commission on Environmental Quality's regulations.
DESCRIPTION/SCOPE: This project consisted of rehabilitating water wells at various locations. The scope of work covered by these specifications involved the stated general work categories on water wells designated for rehabilitation, deep well turbine pump repairs or modifications and well service work. FCM Engineers, PC designed the project with 420 calendar days allowed for construction. The project was awarded to Alsay Incorporated with an original Contract Amount of $1,944,759.80.

CONTRACT COMPLETION AND COST: The Contractor, Alsay Incorporated, has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 31 days approved by Change Order No. 2. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 1 is $1,900,725.26, a decrease of $44,034.54 or 2.26% under the original Contract Amount and under the 5% contingency amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 10.00% MBE and 3.00% WBE. The approved goals remained the same at 10.00% MBE and 3.00% WBE. According to the Office of Business Opportunity, the actual participation achieved was 0.65% MBE and 1.51% WBE. The MWSBE performance on this project was rated Satisfactory with Good Faith Efforts for the following reasons: while the Prime did not meet the contractual goals, documented efforts were made to engage certified firms, and those efforts met the requirements outlined by the City’s M/WBE Program.
