Summary:

ORDINANCE approving and authorizing the submission of Grant Application to the TEXAS DIVISION OF EMERGENCY MANAGEMENT (TDEM) for the Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program (HGMP) for the Installation of Generators; declaring the City’s eligibility for such Grants; authorizing the Chief Recovery and Resilience Officer to act as the City’s representative in the Grant application process

Background:

RECOMMENDATIONApprove an ordinance for authorization to apply to the Texas Division Emergency Management (TDEM) for the installation of generators through the  Federal Emergency Management Agency's (FEMA) Hazard Mitigation Grant Program (HMGP); declaring the City's eligibility for such grants; authorizing the Chief Recovery & Resilience Officer or designee to act as a signatory on the grant applications. 

 

SPECIFIC EXPLANATION: As the HMGP grant recipient for the state of Texas, TDEM released notices of funding opportunity for two (2) 2024 federally declared disasters Texas Severe Storms, Straight-Line Winds, Tornadoes, and Flooding (DR-4781) and Texas Hurricane Beryl (DR-4798).

 

Three (3) applications were prepared for the installation and purchase of generators and their necessary components to ensure public facilities remain operational during future disasters:

 

Critical Facility & Fire Department Generators - This project includes the purchase of 14 generators and necessary components to provide a secondary power source to 6 Multi-Service centers, 3 Community Centers, 3 libraries, and the Fire Logistics Complex. See attached list for locations. This application was submitted under both the DR-4781 and DR-4798 funding opportunities. If selected for funding, TDEM/FEMA will determine which opportunity will fund the award. 

 

Drinking Water Re-Pump Station Generators - This project includes the purchase of generators and necessary components to provide secondary power source to 3 critical facilities within the city. See attached list for locations. This application was submitted under both the DR-4781 and DR-4798 funding opportunities. If selected for funding, TDEM/FEMA will determine which opportunity will fund the award. 

 

Houston Fire and Police Station Generators - This project includes the purchase of 33 generators and necessary components to provide secondary power sources to 22 fire department stations and 7 police stations. See attached list for locations. This application was submitted solely under the DR-4798 funding opportunity.

 

HMGP requires the City provide 25% of the cost - the local share. If awarded, it is anticipated the local share will come from the City's recent allocation of HUD Community Development Block Grant Disaster Recovery (CDBG-DR) program. The table below identifies the requested funding amounts, estimated local share, and total projected cost for each application. If awarded, grant agreement approval and appropriation of the local share will be requested at a later date.
