ORDINANCE appropriating $6,529,615.40 out of Water & Sewer System Consolidated Construction Fund; awarding contract to INDUSTRIAL TX CORP for Kingwood Central and Forest Cove WWTP UV System Replacement; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for CIP Cost Recovery relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund, contingency - DISTRICT E - FLICKINGER

Background:

Subject: Contract Award for Kingwood Central and Forest Cove Waste Water Treatment Plant (WWTP) UV System Replacement

 

Recommendation: Award a contract to Industrial TX Corp. for Kingwood Central and Forest Cove WWTP UV System Replacement and appropriate funds.

Specific Explanation: The scope of work includes demolition, removal, installation, testing, and structural improvements associated with UV disinfection system replacement at the Forest Cove WWTP and UV disinfection system replacement for channels 1 and 2 at the Kingwood Central WWTP.

Location: Work of the Contract is for UV disinfection system replacement at the Forest Cove WWTP located at 21951 Trail Tree Lane, Houston, TX 77339, and UV disinfection system replacement for channels 1 and 2 at the Kingwood Central WWTP located at 3929 Kingwood Drive, Houston, TX 77339.

Bids Received: This Bid was advertised in accordance with the requirements of the State of Texas bid laws. Two bids were received on December 12, 2024, as follows:

Hire Houston First: The proposed contract requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Industrial TX Corp. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

Pay or Play: The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Funds for others, in compliance with City policy.

MWBE Participation: The contractor has submitted the following proposed program to satisfy the 4% MBE goal and 2% WBE goal for this project.
