Recommendation: Award a contract to Industrial TX Corp. for Kingwood Central Waste Water Treatment Plant (WWTP) Filter and Bar screen Replacement and appropriate funds.
Specific Explanation: The purpose and intent of this contract is to provide the Kingwood Central WWTP with filter and bar screen replacements for the UV disinfection system replacement for channels 1 and 2. This includes Headwork Modifications, West Mix Liquor Spitter Box, Filter Basin Modifications, Sewage Treatment Plant Return Lift Station Modification, Bypass Effort, etc.
Location: This project is located at 3928 Kingwood Drive, Houston, TX 77339.
Bids Received: This Bid was advertised in accordance with the requirements of the State of Texas bid laws. Two Bids were received on December 12, 2024, as follows:

Hire Houston First: The proposed contract requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Industrial TX Corp. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
Pay or Play Program: The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with the City of Houston's policy.
