Specific Explanation:
The Director of the Houston Housing and Community Development Department and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a contract between the City of Houston and EZ Demolitions & Underground LLC on its low bid meeting specifications for Demolitions Services in an amount not to exceed $846,153.00 for the Houston Housing and Community Development Department . The contractor shall begin performance under this contract on the date specified in a Notice to Proceed from the CPO or Director and expires upon the completion of the project unless terminated sooner.
The scope of work requires the contractor to provide asbestos abatement and demolition services for four (4) different apartment complexes. This requires the asbestos abatement contractor to conduct all abatement activities by the Texas Asbestos Health Protection Act.
The purpose was to grant multiple contracts for services at each location, leading to differences between the bid tabulation and awarded amounts, as the awards are based on services per location. The contracts are awarded to the lowest bidders who meet the specifications for each property location, with a potential for up to eight contracts to be awarded. The Strategic Procurement Division and the Department personnel spoke with the bidders to discuss the scope of work and the city’s intention to award contracts based on the pricing submitted for services at each location rather than the total bid tabulation. The bidders confirmed their acceptance of the contract at the recommended award amounts.
The project was advertised in accordance with the requirements of the State of Texas bid laws. Fifteen (15) bids were received: fourteen (14) responsive bids and one (1) non-responsive bid.
